Understanding Fees
They come in categories

Fixed, Scaled, & Calculated Fees plus Fee Groups & Security

PTWin comes with 3 different categories of fees that should meet most of your needs. The master list of fees charged to the public is created in the Fee Tables window which appears by selecting Options | Fee Tables from the pulldown menus.

Fixed Fees –
This category represents fees with base amounts that don’t change. For example, if the fee for a Site Plan is $50.00 regardless of the Construction Value then the Site Plan fee is fixed. If you have unit charges or hourly fees, enter a fixed fee equal to 1 unit or hour, then use the # Of Units field to calculate the amount when you charge the fee.

Scaled Fee –
This is a fee with an amount that changes based on the value of the construction. The Fee Schedule contains records that define ranges of values, which in turn determine base fees and any additional fees. Once you enter your scaled fee schedule into PTWin you can automatically calculate the amount of the fee for a given permit based on its Construction Value.

Some users wish to enter an exact Construction Value amount, but for purposes of calculating a scaled fee they want that amount rounded up to the nearest increment. If you want to round up the Construction Value before it is used in the calculation of the fee go to Options | System Settings and put a check in the box that applies to rounding.

Calculated Fees –
These fees allow you to store an equation that is applied to a number you supply when you charge the fee. The calculated fee stores one operand and one constant. The operand can add, subtract, multiply or divide using the constant. For example, a fee that is 5% of another fee can be automatically calculated from a stored equation.

Fee Groups –
If you have a family of fees that are charged repeatedly you can define a Fee Group. Fee Groups collect multiple fees together so they can all be charged at once by pressing the Fee Groups button on the Add Fee window. You can define as many Fee Groups as you like, and each group can contain as many fees as you need.

Security –
If the Fee Tables selection of the Option menu is grayed out, or unavailable to you then you have not been given rights as a PTWin System Administrator. You will need to log-out and log-in as a user with System Administrator rights, access the Security selection of the Options menu, and there change the rights for your user name.

Once you have filled in your master set of fees and Fee Groups using the options available in the Fee Tables window they will appear as selections whenever you charge a fee to a Permit, License or Code Enforcement record.
